Gn 18:20-32

In those days, the LORD said: "The outcry against Sodom and Gomorrah is so great,
and their sin so grave,
that I must go down and see whether or not their actions
fully correspond to the cry against them that comes to me.
I mean to find out."


Why does the LORD need to go down and find out? Why does he not know?

He was speaking to Abraham. Abraham needed to have this conversation with God and this was God's way of starting it.

In the context of chapter 18, God is speaking, reflecting, in the person of the three men. Abraham recognizes God speaking through them, as illustrated in the exchange about Sarah bearing a son. I think the message here is that our God is merciful and does not act like men - rashly without all the facts.
The refrain from the Psalm comes to mind:
The Lord is kind and merciful.
